Tags are back

I've now got a tag cloud working the way I like it. That means you can tag discussions that you start. In the tags bar, when you click on "show popular tags" you'll get a list of existing tags, which should be used as a priority (provided they fit your topic), then add your own tags.

As an example, if there is an existing tag: "ice sheets", choose that instead of adding an "ice sheet" tag (without the s). That way there won't be a heap of almost duplicate tags, and the ones that are there will get more prominence.
